National Intellectual Property Agency. What is it and for what?

Ukrainian professional society has long been waiting for a comprehensive reform of the intellectual property sphere. Last year in October the Government adopted an order On the National Intellectual Property Agency. The document stated that the functions of the National Intellectual Property Agency will be performed by the State Enterprise "Ukrainian Intellectual Property Institute" (Ukrpatent).

What was the precondition for setting up the National Intellectual Property Agency? What role and functions will it perform and what structural bodies will it consist of? The National Intellectual Property Agency and the Ministry of Economy, which of them should be a party in court cases? Which will be the source of financing the National Intellectual Property Agency and what are the current inconsistencies in this regard? And how eventually will the setting up of the National Intellectual Property Agency affect the protection of the intellectual property in Ukraine?
